No, Paint XP does lower the quality of the image if saved as a GIF.

Really? I may not remember much about Paint XP, but I'm about 80% sure it doesn't lower the quality.

Not necessarily. I used Paint XP to make my graphics, and have no problem opening it up in Adobe Fireworks to save it as a GIF. If you have the patience to do that sort of stuff, it shouldn't be a problem at all.
Uh... Isn't that an upgrade of paint though???

What? Fireworks? Fireworks is not associated with Microsoft Paint in any way. It's a completely different program.
