if you say "i'm gonna make a forest world with 5 levels and a boss" and have no ideas for forest levels, then your forest world is gonna suck and probably cause you to burn out on your project.
make the levels you have ideas for, then arrange them based on the order that feels good to play to you. don't make levels you don't have ideas for. prioritize having fun creating the levels over anything else.
always levels first.
i do have ideas for levels, i just put music to level first, and i think on example "okay so for this music, ruins styled level would fit" or "okay so this music definitely fits for a boss sequence/level" and then after the level idea, i put it on the world map, and decorate the part of world map in style of current episode and so it fits for the level itself
for my current project, there is not like X levels and then boss, its more original, because i put music first, but yet i dont make it like one level ice, other is forest, other is mountains etc. just so random music i make will fit the level, i also make it so it makes sense for the world outlook
