An easy way would be renaming the star NPC to one of the coin NPCs and giving it the following code:

height=32
frames=3
framestyle=0
framespeed=6

That would make it look like the standard SMB3 star though wouldn't it? I would like something that looks like the exit star
Then make a coin graphic invisible and make the SMB3 star friendly so the player can't collect it. Place the invisible coin on the star and make the coin's death kill the star. You can use an axe instead of a coin if the coin sound is a problem.

If it does, you could replace a Koopa Paratroopa and use the codes I gave you. Make the Koopa fly left and right and set it to Don't Move and it will float much like the SMB3 Star.

Can't you jut set the star to friendly if you don't want to collect it? Or would this mess up the star if there was another collectible star in the same section?

I just tested and friendly stars, while uncollectable, are still counted in the "star count" for the hub.

The problem isn't making them uncollectable - it's using them as decoration while having the hub reflect the proper number of collectable stars.
Use smb1 parakoopas, set the advanced sectings to hover left right, then use don't move, make it friendly and BAM, (also change the koopa sprite into a star obvs)
