It goes to one of the announcements, but when you go to the announcements with the option "viewing unread posts", then you're not able to edit your post or doing other things like that. I guess when you try to see for what post if the downrep, you can't see it because of this.

EDIT: If you want to know why getting the announcements with settings like "view unread posts" makes you unable to do some things, it's because the announcements directs you to the video submissions, where your permissions are limited.

This is a bug in phpBB that will be fixed once version 3.1 comes out.
