Make anything without playing a game before

The question is, ¿can i make anything (such as a GFX pack, or a level, or an entire other stuff) without playing a game before? For example, a guy that didn't played Super Mario World for days, and the guy decided to create custom graphics about Super Mario World for SMBX without playing Super Mario World. ¿Can i make any stuff without playing a game before? That's the question.
