Help with map editor

Im wondering if you can make a flat image a map like just impoting the image as the map,i have an image in hand,thank you.

kinda, but also not ,I'm making my brothers desktop into a world map, and I don't know if this would work, but again, I'm new to the community ,so it might work, the image is 1366 by 768.
