How do get this Yoshi?

How do you get this playable Yoshi without Baby Mario? I've seen it in Yoshi and the 9th World and in Online graphics pack (1.19.0): https://imgpile.com/images/CIpmSu.gif

So is this a new playable or you need to do something?


( Just to clarify I'm not talking about the one with the low flutter jump and tongue, I'm talking about the one in Yoshi and the 9th World with the long tongue and high flutter jump.)
