Making Custom Graphics

If I wanted to create custom graphics, would there be a particular free program I could use? Or is it really only possible with applications like Photoshop or Fireworks?
Just curious.

Paint.net has everything you need to make spritework and works like a gem.

Like 99% of the spriters here use Paint.NET because it has a large selection of tools and its learning curve is rather fast. Of course it's free to use.

Paint.net is probably best, but I still like to use GIMP more.

But anyways, I'm in the majority. Use Paint.NET. It's easy to use and has lots of options.

Remember : If you want to make a graphic, don't use Photoshop and MSpaint.

Why? Photoshop can work pretty well for pixelart. It's just pointless to buy it just for pixelart.
