I don't think they're at the end of their ropes.
But i do think they seen how popular rom hacking and programs like SMBX were and decided to make something "more" legit and make some money on it.
It's not something they can stop, so maybe they will try and outdo hacking and SMBX somehow.

I honestly look forward to it, i always felt that touch screen would be good for game making.. games.
I also hope Enterbrain who makes the RPG Maker series might put an RPG Maker on it at some point.
