Those are challenging and fun, but they still spam enemies, which makes it fun. It's also very creative, because it shows gimmicks on how to make even a simple Goomba a boss. Now about joke levels; they are fun just like any other level unless the deliberate "joke" in them is merely clash and shitty music. However, there are some qualities that make joke levels funny. First off, it's ok to have npcs placed in a certain order or made to look like something, provided they don't spam. Second, joke level music is ok when the music isn't just some youtube-poop-quality commentary. Things like the Nyan Cat Theme and Troll Song are funny in joke levels, but not things like youtube poop's "You must die" that repeat in a way that makes it song-like. Third (this is where the true definition of clash goes. Good work, Joey), there is a difference between joke graphics and clashing graphics. Joke graphics usually fit together with the cheesy art style, so that's ok, but misusing blocks to make it have clash (such as a well-pixelated block in a crowd of 1-color blocks) is just plaing laziness. Those are my personal thoughts only, though.
Joke levels like Cheezburger Hillz are among a kind of joke level which revolves around Mario-based gameplay but based on non-gaming media. Other examples are things like Amateur Lands and Cool Hills, and the random Frozen references might be part of another group of joke levels themed on Frozen. A Frozen-themed level has yet to make an appearance but I've played Frozen Hills with a Valtteri cover and my CC8 entry has random Frozen references throughout, right down to the title. Valtteri started it.
