Uh there are different times where people talk or not. If their name is there it doesn't really mean they currently active.

Basically what zm12 and Spinda said.

For example Bomber57 is in there all time i look at it. If you direct him a message, as soon he comes back he replies. Same with Joey he's idling also and when he's back he replies to you.

I mean Noore is idling 3 days now.

I've been visiting a channel on EsperNet for about a week now. It's consistently held over 300 people. At any given time, only about 20 of them actually say anything. A huge part of IRC is idling.
