do not over use one enemy to make it hard example put non moving hammer bros on stuff like slops or on top of blocks

I don't see what you're aiming for here. Are you telling him he should have balanced difficulty? Hard difficulty? Easy difficulty?

If you're acting like there's nothing wrong with the graphics, why'd you give him a 8.9 and not a 10?

This level looks pretty nice. The background fits the level well. However, if I'm not mistaken, those pipes have 1x1 pixels. Also, I'd recommend giving the question blocks and maybe even the coins a rainbow-ish feel.
