You don't need it, whats the point of placing transparent tiles when the an area without a tile
is already transparent?

Open the water in Paint.NET and make the mask gray.

But how. backround-83 has no mask, and when i tried to do it with the checkpoint bgo it glitched horribly

smbx use .gif graphics
use Paint.net to make .gif
here is a link to Paint.net download http://paint-net.en.softonic.com/
you can use and photoshop of course to make .gif files
also if a graphic does have mask in graphic folder of smbx then you can't make a mask for this once there isn't one in graphic folder.
