A good idea, to prevent future spammers from joining, is to have user accounts activated via the ACP by an admin. It'll crack down the spam by quite a lot.
(admins will also be online during their activation)

This would be the same thing as muting the chat and giving people voice, it's not effective. Also, one of the most annoying things about forums with admin activation is the wait time.

We haven't had any forum spam in a few weeks (save for the phishing but admin-activation wouldn't fix that), I'd say we're fine.
