Stopping a moving layer?

Is there a way to stop a moving layer after it has started moving?
Valtteri did it in Return to Dinosaur Land.

Trigger an event after a delay, that sets the layer speed to 0.

Trigger event
Delay - Instant, change to seconds
Trigger event that keeps the selected layer at 0 speed

In the event settings (for the event that stops the layer movement), actually set the layer movement speed to 0 instead of leaving the field blank.
