I'm not sure but if I recall correctly diagonal shooting cannons were done. I don't remember how but I guess it'd be pretty easy, just add a NPC layer, set events for their movements and place the NPC generators and voila, you're good to go! As for rotating one, you'd basically do the same - you would have to place a generator for every direction the cannonball throws and adjust the delay of the generator so it matches the rotation animation of the cannon. So basically, with enough CGFX and basic game mechanic skills and knowledge; yes, it is possible to create both.
