disapprove/approve appearing above comment.

I posted A comment but the disapprove/approve buttons appeared (see below) when I'm not a moderator (in-fact, the comment was my first post).
Is this a bug?

A user's first post is supposed to be approved by a staff member and that's what we see. It's weird that you're able to see that but those buttons shouldn't do anything. It might be a bug. I'll look into it.
