Moving SMB3 Tank BG

Yes, another request.
This time, I need an animated fast-moving SMB3 Tank BG (similar to Chad's desert tank level in the old SMBR community project, with the motion blur) as I am not sure how to make I myself. Put it over background-42 would you please.
