You may answer this question as a designer or as a player or maybe even both.

If starting every level as small Mario (or another specific power-up) is an important part of the episode, then removing power-ups at the end of every level is fair.

I know it's entirely possible in 38A and wouldn't be surprised if it would be possible with Lunalua. I don't know about the ethics of it. SMW's system of having a cutscene at the start of a no-rides level is pretty clear to the player. The best approach would be simply consistency. I'd you're gonna take away a ride at the end of a level do it at the end of every level.

Depends. If the episode is like an adventure platforming, don't remove them. If the episode is like a puzzle, Pure RPG, minigame type, do it.

FYI, it is possible to create an adventure platformer where the levels require you to start off as small Mario.

You theoretically don't even need Lua for it, just place a bunch of passive filters in front of the goal. (and if you don't like the look, you can make them invisible through cgfx?)

Anyway there's only little kinds of episodes where this should be done (like, kaizo or puzzle a la Enigmatic, where there are no powerups anyway).

Do what you think works well for your levels.
