Recolor tool?

I'm planning on creating a world, and I'm planning on recoloring the “Clean Pipes”, but I can't find any program that can get all blocks into one image and later make them individual
I remember about one, but I forgot the name of it, I think that the program is like that "you add the images, then a bigger image is created, you recolor it, and separate each other"
