I played the levels, and here are my thoughts.
Smarter Regulars was an interesting level, I liked the twist that the enemies were smarter,it made the level feel somewhat unique. However, I felt that it was a little unexplained at some points, such as the red koopas being unstompable, which wasn't mentioned. But once I learnt the new enemy AIs, it wasn't so bad. Another minor complaint is at the end, if a player was rushing through, they may have easily fallen off the first platform if they ran forward and didn't jump. Overall, I enjoyed the level, even with those minor complaints.
Guiding Bully was actually more fun than I expected. I really found it enjoyable to quickly hit switches and kill enemies with a giant skewer, I didn't expect that. But my complaint is that it was too short. I feel that both ideas could have been expanded upon, such as having to jump over gaps while hitting the switches, and the mushroom block section felt too short. Again, a fun level, but the ideas didn't feel as built upon as I would have hoped.
