Luigi Custom Graphics

So I watched this video of a custom level by xilore25 I believe the name was, and I happen to see these really amazing Luigi graphics, but when I downloaded the level file to hopefully get these graphics for myself, it didn't come with the level, so does anyone know where to get these custom graphics?
