The idea of critical hits in RPG games is a mistake that unnecessarily makes the game more luck based and less skill based.
Some of my most memorable RPG experiences came from a group member or me rolling a critical hit or critical failure. It brings some excitement into fights which would otherwise tend to become monotonous.

For me, RPGs have a balance between skill and luck. You know many of the mechanics of an RPG game, and know to properly prepare for a dungeon or something, but sometimes, the RNG either loves or hates you and makes your life miserable. But I tell you, some RPG games like the Mario & Luigi series are more skill based than most RPGs.

BTW, what is it about COPPA that takes it too far? As far as I know it just requires children under 13 to have parental permission to use social media sites/forums etc. And being a creep is already illegal.
