i haven't actually played Sonic CD, and the background doesn't match the tileset, but the tiles do look cool, so points for that

This looks great! Could you do a version with 2x2 pixels? That would fit in better with SMBX's graphics, since they're all 2x2 pixels as well. I would also recommend modifying those slopes, they look a bit... wonky. Just move the bottom two 'stripes' up about 2-3 pixels so they line up with the other tiles.

Sorry, what I meant is make a 16x16 version, then scale it up to 32x32 with anti-alias disabled, so it won't try and smoothen or blur the image. That way, each pixel on the image becomes a 2x2 pixel area of the same colour in the final graphic. If you take any SMBX graphic and scale it down by 1/2 (again, with anti-alias disabled), then it won't lose detail, because the 2x2 pixel areas of the same colour are scaled down to individual pixels. Hope that made some sense, but if not I could show some examples.

The overuse of 1x1 pixels really doesn't connect with any type of SMBX level out there; your trying to give it more of a 3-d vibe, but i feel like smbx is best compatible with 2d gfx. I recommend you give a tile set sheet so we can understand how all of this connects

I mean, it certainly looks amazing, but the 1x1 pixels are, well, quite an issue.
