Is it the Magikoopa that appears in Paper Mario? You could easily take a Magikoopa / Kamek sprite and recolour the gown purple.
Other than that, I haven't seen it.

I guess not. But why not use a Magikoopa sprite, and make it look like Kammy. And second, Kammy is a assistance to Bowser in Paper Mario 64 & The Thousand-Year Door
