If you are unable to complete your levels in a week:

Are you still using the Legacy Editor?
If yes, get 2.0, which has PGE, because you are behind the times. PGE is a more efficient engine to make your levels, so you will automatically get faster at building levels

How well does your PC perform?
The slower your PC the slower your editor (hopefully PGE now) will load. The slower your editor loads the longer it takes for you to finish you level. If this prevents you from finishing it in one week, once again, you are behind the times. Upgrade your PC or buy a new one.

If after both of these you still cannot complete your level in a week, you are an inherenty bad level designer. Ask good level designers for advice to get better. Heck,try to complete your levels in less time. The better a level is, the less time it took to finish it. The best contest levels were started literally the day before the deadline, like this awsome masterpiece.

In tons of contests a backup judge is used. I don't see it as an issue

Ace pointed out that back-up judges affect the consistency, meaning levels by level judges will be judged under different views compared to normal participants. So back-up judges are not a solution. The solution to the judges submitting levels and then having 1 less judge for that level is to not allow judges to submit. Just because many contests used something does not mean all contests should.

Whatever option is taken for judges submitting their own levels is personal preference, and an evaluation of the situation. At one point, SMBX contests were so small that not letting judges participate would result in a tiny contest. Backup judges were used at first, then once the contests had enough judges to justify a slightly smaller average, backups were no longer used. Now the common approach is for judges' levels to simply remain in the contest episode, as seen in the MaGLX series and SCC (even though it's not out yet, judges didn't participate).
