If Spinda is the disguiser he will likely target the same person from now on in order to always cardflip green, unless the main target dies. It isn't that likely that he is the disguiser, but he is still acting in a kinda questionable way, however that doesn't mean he is mafia. I would say I am less suspicious of him now that the inspection resulted in a green cardflip.
