It's suppose to say deadline reached, I think you should fix it or not, because it's passed April 30th

I think they have not added because:
1) You can still submit levels with a penalty
2) Maybe they don't do it for official contests.

No, there's 40. And not everyone accompanies every single one of them. For example, nobody here lives in UTC+13 (off the east coast of New Zealand, in the Pacific Ocean) or UTC-2 (just off the east coast of Brazil, in the middle of the Atlantic Ocean). Also, the deadline is usually based on the timezone of whoever made the contest.
