Even though I understand your anger about the rule (I myself ended up raging about it on skype and discord) it does make quite a lot of sense once you think about it.
In the old situation there was a levels forum for singular levels. These levels would then get sorted into a category-subforum according to a review made by a certified level judge. Well, that systrm was pretty much perfect, except it didn't work at all. These level judges were all either inactive as fuck or drowning in their work because their fellow judges were inactive. This resulted in some of the bad and average levels being ignored in favor of the good ones as they were more fun to judge. (At one point there was a level which had been waiting for a review for over half a year). These long waiting times resulted in people getting demanding for a review.
So, obviously this judging system had to go. And since we cannot just move levels into categories without proper feedback and reasoning behind it, the classification had to go too. Thing is, removing the classifications and keeping all the single-level threads would have just resulted in a disorganized wall of level topics located inside a forum. So, the people came up with the level threads. This automatically fixed two problems. 1, the levels forum no longer relied on judges to work. 2, a lot of the trash levels made by short lived users were not reposted, resulting in a more organized forum.
