I would suggest making it replace a BGO instead, and having invisible noteblocks on it, you could also make the eyes be a stationary friendly NPC with the blinking animation, but I think LunaLua would still be the best, most accurate way to do it.
Well, all else I have to say is the graphic looks good but the squish animation is really weird, I think you should just squash the whole thing except the eyes.

The squishing animation should just be it getting smaller. Other than that, it looks pretty good. You should try doing it in other graphics styles, same as all of the other different bumpers.
