I just realized a loop-hole:

He said we couldn't submit our level. He didn't say we couldn't make the level and not submit it (Though if anyone can figure out how to make a level without SMBX 1.3, 1.4, PGE, a starting point, or the .txt to .lvl files method, they'll actually be able to get their contest judges.).

Use Mario Worker Remake, he didnt said that Mario Forever levels are banned
