Each "frame" is one image of the video, and the frame rate is how many different images you see flash past each second, creating the illusion of motion. FPS doesn't apply to MP3s at all.
It doesn't speed up the MP3's, Media Player takes a lot of power from your PC, so they added in the file to make
other programs run smoother. You don't usually notice this because Media Player takes so much power, it end up just leveling out the system. When you run the file
without WMP, there's nothing CPU heavy to level out the effect of the boost giving you the extra power.
