What is the image editor to create tilesets? Any thoughts and comments? Give feedback!

Easier to set up, yes, more powerful/useful, not really. If you don't want to have to set anything up then paint.net is the way to go, but if you're more interested in complex stuff then photoshop might be better

Since the question is strictly about tilesets, I suggest looking into PyxelEdit. There's some neat settings which make tileset creation quick and efficient.

Paint.NET is easier to work with if you're going for pixel art, however Photoshop is far superior if you're doing digital art or photo modification. You CAN do digital art with paint.net and likewise pixel art with photoshop, though it's not as effective as if you were using the other program.

The main problem with Photoshop and pixel art is that it tends to blur the pixels if you change the size. The effect is okay for regular images, but not pixel art.

There are ways to avoid this if you mess with the settings. I'd use paint.net in this scenario because it takes no effort at all to set up for pixel art.

Paint.NET is better though for pixel art then Photoshop. Although Photoshop is powerful and very useful for other things, Paint.NET is better in this denomination
