That's because Marty, at Dr. Emmet Brown's request, destroyed the delorean when he got back to 1985, meaning the technology of time travel was lost forever.

...at which point he promptly left after a brief conversation with Marty, and was never heard from again. Come to think of it, he was probably the one who invented flying cars and hoverboards, so when he disappeared, those were never invented, thus changing the future into what it is today.
