No, users are supposed to let threads die so that the staff doesn't have to go around and unnecessarily lock a bunch of threads.
Threads are only supposed to be locked if discussion needs to end for whatever reason (e.g. a useless argument, GIF topic, etc.) or if the thread's creation breaks a rule (e.g. no screenshots, harassment toward another user, etc.). The problem is that no SMBX forum until now has really operated like that, so everybody is used to "I REQUEST A LOCK" and "THE QUESTION IS ANSWERED LOCK LOCK LOCK THIS CAN BE LOCKED". If a question is answered, that's fine. That's not a reason to lock the thread.
Also, old threads that sit in a forum aren't "clutter". It's perfectly natural for threads to die off and become chronologically buried in the back of the forum. If you want a thread that hasn't been posted in recently, you go through the pages of the forum to look for it. That's exactly how it's supposed to work. Locking threads instead of letting them die normally means the staff has to go through the extra work of locking the thread and if somebody has the same question/idea then they have to create a new thread (this means multiple threads for the same purpose, and in most cases that's actual clutter).
