I would say at a scale from 1 through 5 Minutes each level but oftenly 2-4 Minutes. Well it doesn't completly matter but if it's too long then it's gonna be kind of irritating.

It's still a lot long though. Try to play other levels, you'll notice that they have a more fair lenght.
And why do you even feel a 15 minutes level is too short. Do you really need all that lenght for your level ideas?

The level should be as long as it can until you get bored playing it. If you get bored, then that's a sign that you need to stop the level there, because chances are other players will get bored with your level as well.

The length of an SMB3 or SMW level, scale the difficulty and length a bit for each world you go through. Dungeons/Castles should be a little longer than a normal level and their difficulty should be scaled up a bit more for the world their in. So if you have the final level in world 1 a castle, give it the difficulty you would give your world 2 levels.

Generally a level should take no more than 10 minutes to complete, 7 minutes is a little too much for my tastes but it's still possible as long as every bit of the level is interesting. Linear levels should take about 3 minutes, non-linear levels should take maybe 6, more or less depending on your gimmicks.

If you, the designer, take more than 5 minutes to complete your own level, you're probably doing it wrong.
It will always take other people longer to play it, and they will likely die a lot more.

It's not easy for a creator to properly judge how long their own level should be, as they already know what's going in and what's not. Play testing from others seems to help.

When you make such a long level, it turns out to be so short like only like a 5 minute level

+ maximum 5 for exploration in each case

Yes 13 minute levels are fine in my eyes.
