That was the american version's flavor, in the original version (the japanese version), when willy reminds him of the laws of robotics, megaman doesn't try to kill him.

Also, not all robots have faces. I mean, look at Screw Bombers and Beaks from the first game (Not sure if Octopus Batteries and Big Eyes count).

And about the laws of robotics, Mega Man shot Mario AND Samus in Smash Bros. Plus he's trying to save the world, so getting rid of Dr. Wily would help the world be a better place.
