Hello, I have been playing SMBX a lot, but today for the first time I noticed some... strange things. First, while in the level editor, level editor window would tab out and not be functional, and to fix it I have to minimize it and reopen it, and the tab out happens around every 3 minutes. In the actual game, whenever I die, it takes around 15 seconds for the screen to leave the frame it was in before and jump ahead to where it should be (wherever I respawn), this also happens with text boxes. Whenever a text box pops up saying a message, the game's framerate freezes for 20 seconds or so, and as you can imagine, for example, in a boss situation, this would become a major annoyance. So, if I could get help quickly, thanks.

We can't do anything to help you without your system specs 
On windows 7, you get these by clicking start, right clicking computer, hitting properties. From there, you can take a screen shot of what is shown and toss it here in a spoiler.

Seeing as you run a dual core I'm thinking it may be something to do with that. When this frame drop starts happening, try monitoring it through Windows Task Manager in the background. Under the processes tab, see if there's a spike in CPU or ram usage. You have plenty of RAM so that's not a problem at all.

So should I increase the priority of SMBX on task manager? Or should I disable one of the cores while SMBX is running?
I have checked task manager a few times while it was open, and the memory spikes up from around 23% all the way to 47%, and the real problem is the disk.
Upon nothing being open, it is at 0%. During SMBX, the system.exe and windows.exe processes spike up and fill the disk with 35 to 45%. I hope any of this helps.

I didn't look at your specs, but these things look like something that happens because you're using too much RAM/processing power at one time. The level editor window "tabbing out" (assuming this means it just freezes and you can't visibly do anything to it without minimizing/restoring) started to happen to me recently. Paired with the lag you're experiencing, I don't think this is too complicated of a problem to fix. Make sure you're not running anything too intense (Microsoft Office, Steam, any DAWs, Spotify/iTunes, etc.), and maybe try Disk Cleanup and uninstalling programs you don't need.

Well, his machine has 4 GBs of RAM, and that should run SMBX smoothly. Try to install the ffdshow codecs, do a system defragmentation and scan your PC for malware.

I don't know much about the disk usage on Windows 8 but I know that I always had high disk usage (not like space but in the Windows 8 task manager, hope you get what I'm saying) but that never affected anything for me honestly. It might be a memory thing, you can also try what Joey said or like you suggested increasing the priority. Don't disable any cores, you shouldn't need to. But if you're doing some heavy multitasking, you might want to assign SMBX to 2 cores (minimum) and the other programs to whatever other cores (make sure they're different) you have available.
