Hi, i'm new to creating custom graphics. I'd like to know what program I should use if i'm working with SMBX. I've tried using MS paint, but the gif file (What SMBX uses) always reduces quality. So, what should I use? Any suggestion would help!

I honestly use Gimp 2.0. Very helpful and easy with this stuff.

Paint.NET is an incredibly useful program that makes sprite editing/recoloring/tilesets really easy.

Yes, Paint.NET is pretty awesome, however, the newer versions are very bad (I'm a graphic designer myself, I know what I'm talking about). Versions like 3.5 and higher until 4.0 are the best versions, so search for that.

Yeah, Paint.NET is a very recommendable program to create such graphics like what I use to recolor things often. On Version 4.0 or higher, you just have to deal of what the new updates has to offer if you still have it even know that I never tried the Versions that are beyond 4. I have 3.5.11 so far and even that it says it has an update, I just click the update window inside Paint.NET away to prevent this from Happening.

Paint.net probably. I wish I could get past 3.5.11 but I can't because windows xp doesn't support 4.0 :/

Yea, on Windows XP you have able use 3.5 only. I usually use both Gimp and Paint.NET. I also use the Inkscape for vector graphics but when I make pixelart, I use the Gimp and Paint.NET.
