Actually, if you put a warp on a layer, but then select either end of it again using the editor hand, it will be moved back to the Default layer. In other words: no, it isn't on the correct layer. To fix this, just grab either the entrance or the exit of the warp (it doesn't matter which one), select the layer it's supposed to be on ("Right > Left" in this case), and place it back in its original position. After that, it will work.
Also, I gave you two days, and it isn't fixed yet.

Although I agree with most of you wrote about the level, forgive me if I'm reluctant to put a level that has a "fatal design flaw" in The Best section. After all, level design is the most important part of any level, don't you think?
And now, my review:
This is a pretty good level. The auto-scroll is done well and there's even some coins and a 1-up in certain corners of the level. There's even quite a bit of variety with the enemy types used, which I don't see very often for some reason. With that said, the level is a bit too short, and would probably only work as a gimmick-introduction-level in world 1 (maybe 2). Although the door gimmick was well done for the most part, I would have liked to see more done with it; maybe have a warp at the end of the auto-scroll section that leads to another section where the player needs to use this gimmick to solve puzzles, or at least where the timing is a bit trickier. Also, the door at the end isn't on the correct layer, but you knew that already (just letting you know I'm taking off points for it).
Summary:
GOOD:
-Graphic choices are well made, though I think it's odd that even the top of the trees' foliage curves down near the trunk (no, it's not that the clouds are in front of it).
-Music choice is okay, but the machinery-beeps in the background don't really fit well with a cloud/treetop stage.
--VARIETY OF ENEMIES.
-Block, coin, power-up and background placements are well done.
-Door gimmick is a neat concept.
-No problems with the auto-scroll.
BAD:
-The level is quite short.
-Door gimmick isn't fully realized.
-The warp at the end isn't on the correct layer for whatever reason.
In conclusion:
Yeah, there isn't really much to say about this level because it's pretty short. However, the level is also pretty good for what it is, and I say that this deserves a 6.5/10.
