Why can you post in Levels section?

The Level Submission forum was supposed to be a forum for submitting levels to the Levels forum. But why can I post in the Levels forum?

Apparently Registered COPPA Users can post in there, I fixed the permissions for that group just now so tell me if you can post topics there still
