Well, I honestly don't think this would work out. What if 30% of the levels are joke levels (Just an example, it'll never happen) either the tier should be expanded (resulting in more work), or some levels will make it to higher/ lower tiers. Anyway, I agree, designing the hub AND judging sounds like a crap ton of work. Poor quill.
Designing the entire tower without starting the tier rooms is a good option as well.
I guess that would work.

We try to start the tower as early as possible. We just tend to get the plot idea really late, mostly due to the fact that it's often connected to recent events in the community, and obviously the submitted levels.

I'm glad that all judges are now done judging all levels, and I also hope to see the best results, I am really excited to see them, and I also hope not to see a result that's unexpected, like how that happened in CC8. My prediction of where my level will be is back in teir 4 for maybe the fifth teir, I also hope to see that the judges enjoyed my level...
