Atmosphere - 9/10: This was definitely a strong point in the level. You made a simple pipe level look great, adding nicely customized NPCs and an ocean background to make the level look more unique. The music also fit the level pretty well, despite being a commonly chosen standard theme. I liked how you placed the waterfall BGOs, but that was really all I saw for decoration. I think more would make the level look even better. Still, I thought you made this level have a great awesome with a nice twist in graphics from a regular SMW pipe level.
Placement - 5/10: The placement in this level needed a bit of work. First of all, there were barely any BGOs. There should definitely be more, even though the pipes took up a lot of space and added better decoration here. I know there's not a lot of variety you can use here, but bushes might look good if you unchecked auto-align. You could add seaweed to the water as well. Also, the obstacles were placed pretty heavily, and there were some cramped marks, making the level unfair at times. Neither of these aspects were done terribly, but they needed some work which is why I gave a 5 for this aspect.
Gameplay - 6/10: The level had a lot of potential in terms of gameplay. There were a nice variety of obstacles and gimmicks, like the spinning platforms, platforms, and donut blocks. Unfortunately, the sometimes unfair enemy placement made this level frustrating, so it wasn't as enjoyable as it could have been. Also, some of the platform rides were long and dull, so I'd suggest you shorten those. This level was still fun, but it could have been more fun if those things I said were improved.
Design - 8/10: The level was very nonlinear and expansive, forcing the level to search around to progress through the level. I still managed to find my way, so that didn't make the level frustrating at all. There were lots of different gimmicks which made the level more creative, and the path went all over the place so the player got lots of variety in the design. So yeah, I really liked the way you designed the level. Good job here.
Overall - 7/10: I thought this level was good. It had a very nice atmosphere, and was well designed. The cramped and crowded enemy placement cut a bit of the fun out, but it was still an enjoyable level.

Pros: Great custom sprites, creative custom enemies like tiny piranha, tiny muncher, porchupuffer, football goomba, jumping chuck and SM3DW charging chuck, AWESOME jumpthrough conveyors
Cons: The Tiny Piranha idea could have been explored better, like venus vire trap, upside down and sideways, jumping, etc. Also the jumping chucks cannot be jumped on (use jumphurt=0) and they look bugged when you freeze them with ice flower, and the triangle blocks feel very... gratitious, they're just stuck in the middle of the ground randomly and they do nothing at all like SMW.
Biggest bug is that the circle platforms are very bugged, it's hard to stay on them.

I've move/remove npcs in the level and did some rearranging. It is now easier. Check the first post.

Personally, i like Super Mario World styled levels a lot!
And i think this level is fantastic, and has what a SMW level should have.
I don't like the koopa troopas, because they don't really clashing with the other graphics.
But that is just my opinion.
So please keep up the good work (:
