My english isn't really that good, but i think you are talking about the SMB3-Goomba having a 150% ratio, while every handmade giant-NPC is more like 200%, if i am correctly.
I think this is, because it makes resizing and the process of "giantification" (i know, not a real word :-P) more easy. But i like it more this way, as the SMB3 giant Goomba dosn't look too much like a bigger version of the standard SMB3 Goomba, in my opinion.

I simply forgot to put him onto the Screenshot, but he still is in there, so no worries.
