that's your localhost, nobody can connect to a server with that (unless they're joining a server hosted on their own computer).
just google "what is my IP". Google will tell you if you don't already know.

Then, you need to forward whatever port you're using (terraria typically uses port 7777, but I think you can change it). We can't really help you with this because it's a different method for every router.
However, if you go here and look for your router, it will gIve you instructions on how to do that.
It generally involves going to your router settings, though.

I know I have to use the non local ip. thx though. I just forgot how I even got the ip address to the server :P. You could make one maybe???
