This is easy. You just replace those NPCs with the Clown Car, make the .txt file for the NPCs and give it the height of Clown Car. Simple. You just don't get it.

What thing have to replace the NPC 1? And the NPC 46?

I think he means a koopa that's clown styled, not the koopa car flying thingy.
