Sadly there is no way to clone a Section to another Level because it is a completly different Data. You can however Copy that Level and then paste it at the same spot where your other Level is, rename the copied one and then design with SMBX.

I remember there was a programme made by someone which can copy something and paste in other levels.

PlatGenWhol, wholstrad's editor (I think I misspelled his name) supports this.
