Static background?

Is it possible to have a static background? By static I mean that If we drew a line on the background it would stay on that exactly same place. Here's a gif to demonstrate it:

The fire flower marks the spot that the blue line would stay at if it was static background.

There are two backgrounds that will stay static when you scroll to the left and right and not only up or down but if you are making a section bigger than that it will not let it static anymore so you have to make the background bigger. The two backgrounds that let it does that is background2-5 (SMB3 Pipe Background) and background2-25 (SMB2 Cave/Underground Background).

The other way is to make them as background objects but tiles-wise can be very big.

You'd have to make a background that was as tall and long as the section it's used in. As bossedit said, there are only a couple of backgrounds that can have their sizes changed. And yeah you could also use background objects.

Alright, I'll just use on huge background object then. I hope it can handle a background object that is like 6000x500px large

That does not work unless you have to split them on different background object tiles which is in general tedious to do. Make it a regular background like background2-5 or so that is as big as you want it to do. Also, depends of how large you want to have your level horizontally, make your custom background2-5 does also has a much bigger horizontal graphic to prevent it from "not being static" again.
