Fast review:
Graphics (6,1/10)
I liked, principally the Mario Builder Lotus. But the fire snake looks pretty weird and can be killed with spinjump.
NPC Placement (4,3/10)
Yeah... it's no much good...
Level Design (2/10)
The level needs more BGOs, and the P-Switch parts are much hard, because if you collect the coins, it's impossible to pass.
Overall Note: 5,4/10

Since I'm not a level judge my review is not effective. Here is my review:
Design: 5 - It was sometimes good, sometimes bad. The bad places was the area that you must to press the P-switch in order to get to top of the level. Grabbing the coins in that area means you are stuck. You could fly with raccoon tail but there was no raccoon suit in the level.
Also the fire flower was placed too bad, if you want to reach it you must jump to the gap and swim. Since you can't see water that place is easy to die.
Scenery: 1.5 - There was no scenery expect for that two cactus in the begining, the waterfall and water. This makes the level so bland and sometimes unfunny. You could put bushes and more cactus to make it better.
Music: 9 - Actually the music cannot fit to desert theme but in my opinion it fits to this level. There is not too much thing about the music, it is nice.
Graphics: 8.5 - Expect for fire snake, there was no flaws for graphics. But the fire snake was so lame. It has 4 frames and jumps for a per second. It looks weird and terrible. Also I can't understand why it replaced to goomba; it dies when spin jumped on it. You could replace it to
SMW spiny to make it durable to spin jumps.
NPC Placement: 4 - It was bad because some enemies walks to their deaths because they are near the gaps. Also sometimes there was enough enemies, but sometimes not.
Overall: 5.8 You should really fix the worst things like coin stuck and fire snake, and put more sceneries.

Generally...
A very bland and boring desert level. Quite frankly, it lacked a lot of effort, which is sad, because it had potential with the obvious resemblance of SMB3 with the P-switches and walking fire bars. However, I will say, the walking fire bars need removed or fixed up a lot. There are two things that make them peculiar: The frame speed, and the fact that you can spin jump on them. Except I don't think there is a NPC code to make something non-spinjumpable. Correct me if I'm wrong. If I am wrong, than please fix it by adding a NPC code. But if I'm not wrong, you might as well remove the fire guy altogether, because it is awkward and weird to have in a level like the one you made. So, next, let me discuss the background objects. These are very scarce. You only added a few in the entire level. Even if it is a sunny desert, you need background objects, because even in real life, there is scenery in deserts. Therefore, you need to add some. And then, don't even let me get into the coin placement category. AWFUL. Way too much coins. So much, you can probably get 200 coins not counting the P-switch coins. But that's a whole other thing. If you collect any coins that are supposed to turn into blocks when you hit the P-switch, than you're screwed and are forced to die. How do you fix this? Using layers and events. Make someone hit the P-switch, and bricks appear. Yet, now, you have the Fire Lotuses (I think that's what they're called). They are too detailed and clash with the simplistic and dull design. Also, you have got to add pipes in this and remove the water and waterfall in one part of the level. Anyways, the music. Unfortunately, it doesn't fit at all, but it has potential of fitting, because the simplistic instruments and patterns really resemble what the level is. And don't think this is a negative thing. Sometimes, simplistic levels are good. This one, I will say, is good. But that's all. Sorry if I hurt your feelings, but part of being a reviewer is speaking your opinion. And I spoke my opinion.
Pros...
-great enemy placement, even if most of the enemies you used were out of place/clashing
-pretty good coin block/brick placement
-really good background and tileset, I'm going to have to steal them lol
-cool P-switch gimmick
-a simplistic level; in this case, in a somewhat good way!
Cons...
-hardly any scenery
-excessive amount of coins
-no pipes
-no ceiling
-at the very last part of section 1, there's a pipe cut-off in the sky (it's not easy to miss: quite a bit of open pixels in between the bottom of the pipe and the two clouds)
-bad walking fire-bar and clashing Fire Lotus
-random water and waterfall at one part of the level
-pretty unfitting music
-misplaced Bob-ombs; their color is off; it doesn't fit a desert
-overall lack of effort
-if you collect any coins that are supposed to turn into blocks before you hit the P-switch, you're screwed and you're forced to die; the biggest bug in this level
Other Notes...
Next time, put your .lvl, .txt(s), and graphics, all in one folder.
Overall...
3.5
If I were an official judge, this would go to average.

I'm not sure I alone can approve reviews, I think we have to get the general consensus of another level judge otherwise I would indeed approve this one
