Probably, I'm not sure if people make pokemon fan games from scratch instead of hacking a rom.

A quick google search leads you to the Solar Light/Lunar Dark Wiki which tells you that it's a game made with RPG Maker XP, which means that you don't need an emulator, since it's not a ROM hack, but an RPG Maker game. I guess in order to play it, you have to get, whatever it requires to play an RPG Maker game (idk if you even need anything, I never really got into RPG maker?)
